How do we fix the Sadd Dam without spending American Taxpayer's money?
Why not just show the Iraqi's how to sue the consortium/companies and/or stakeholders that built the dam in the first place? ...and use the proceeds to re-build or fix the Sadd Dam situation, securing that all of those monies are accounted for - i.e. money goes into a Trust which [exclusively spends monies to] provides the funds for the project and certain other expenses, including relevant expenses related to US efforts to resolve this particular matter. Surely this is possible; or would it upset [our close friends] the Italians, the Germans and/or the Saudis. Hot potato? Sure. Requiring someone to think outside of the box? Definitely.
Is this possible? I don't know. Although, I bet that someone knows if it is feasible.
