I agree with your "read" on the liability Islamic military personnel present.

You might want to check into exactly what this fellow's duties were. I read he was involved in satellite communications. If that is indeed accurate information, he would have been in a position to provide false or misleading targeting information for fire support systems including air strikes.

Think of the damage that guy could have done had his superiors not ordered him to stand down for the attack.

As government administration goes, it takes tragedy to stimulate change or public outrage. Perhaps some clarifying information on how bad it might have been might get some of our less thoughtful legislators and administrators properly focused.
