It would aid the Iraqi government if Bush pretends to be very angry at them

If Bush really wants to help the Iraqi government, he should condemn their every action, thereby demonstrating that the U.S. has nothing to do with it. He should propose Security Council sanctions against them, and thus unite Arabs behind the Iraqi president.
