But I question, "But its actions appall the overwhelming majority, Muslim and not" -- then why are well armed moslem states basically doing nothing, waiting for, relying on, and in some cases holding the coat of the US? Of course, for turkey and Qatar they are less appalled than by shia, so they are aiding IS.
