Here is the tafseer for the grammar

وقطعنتهم اثنتي عشرة أسباطا أمماُ

God split them into nations , the word أمم from singular أمة a feminine word - that is why God used اثنتي in the feminine - وقطعناهم اثنتي عشرة امما those أمم are Asbat أسباط , God split Children of Israel into nations according to descendants of the offspring of Prophet Jacob عليه السلام

Got it or not - you need more elaboration ...
