Seems to me that a Manhattan Project-style push to perfect the Fuel Cell is the answer to this problem. With steadily decreasing need for oil, there'd be 1) a lessening ability of fanatics to finance the export of their extremist views, and 2) little reason for Western involvement in Saudi Arabia, and hence, no reason for westerners to live there (which inflames the fanatics).
