At the time Israeli inteligence obviously thought they were firing at an enemy. Given the environment in the Middle East in 1967, it is not suprising that Israel reacted so hastily.I do not accept that Israel knowingly did this to the United States; biting the hand that feeds you, makes no sense. Also Israel was under pressure at the time following the war. The attempt to portray Israel as an enemy of the United States is more outrageous than the effort to place all of the Arab world's problems at Israel's feet.
