Is there a definition to a Neo Conservative?

Defining neo conservative is restricting the neo con freedom of thought, it thus, will place him/her in the same box of the neo-liberal who theorizes on paper and tends not to see realities on the ground. Realities change and perspectives change along with realities, while the theory remains static in the books that are taught in universities and in archived debates.

Take the example of the liberal theory on Universal Human Rights and its application to the Universal Declaration of Human Rights. Could that theory abolish tyranny in Iraq, and implement the fundamental human rights that are the basis of any society to succeed?Saddam Hussein massacred his own people, while being a signatory to all the International human rights treaties at the United Nations Level.

A neo liberal will leave it up to the system, regardless of the consequences of the system failure. A neo con will take action in order to avoid the serious consequences that might arise from grave human rights violations. And if the option is war, then let it be war.
