Question regarding FBI response

I just read the article. Considering that all the conversations were taped, I am curious about the role of FBI in this tragic crime. It seems that FBI was recording threats and death wishes of the family members for a long time and they ignored it? How come they did not protect the daughter who was apparently a victim of domestic violence, and clearly was in danger?
