just to prevent a confusion here: Moldavia is a Eastern European country, whil the Maldives are located in the Indian ocean. You're right that an Islamic country cannot change to a Western styled legal system overnight. Hoewever, a lot of Islamic countries like Egypt do not base their criminal law on the Shari'a but use variations of European codes. Only civil law, especially family and hereditary law is usually still based on the Shari'a. Therefore, I can't see much progress in drawing up a new Shari'a styled criminal law.
