Hope springs...

The old saying that 'Hope springs eternal in the human breast...' (or something to that effect) is ever true. Unfortunately, stupidity, like the poor, is "...always with us." I'm totally amazed how people can make their ridiculous suggestions for solutions to problems like these and totally ignore the reality of history.
