It is good that the United States finally recognizes and specifies the source of the terroism threat but what will it take to get France, Germany, Russia and the rest of the reluctant West to do the same? Until they do and there is a concerted effort made to root out and destroy the terrorists' means of attack there will be no chance of success. French hostility to anything "Not invented here" and German and Russian need for recognition will hinder American efforts and delay effective action for months or even years.
