Definitely, I haven't ultimate knowledge but as per my understanding, one can't exclude politics from Khilafat. Yea, practically there can be some other person(s) ruling the state(s) (definitely, these persons are also Muslims and well equiped with managment skills). But the (islamc state's) systems run under the ultimate authority, named Khalifa. Who does not do what he likes, but implement the Command of Allah. (who ensures this! is another topic...).
Yea, you rightly said, "Khilafat is not at all about ruling states". Because ruling the states is only one task, there are a lot of others.
These are not complete contradiction but just comments!
