This proposal is the very scenario that many anti-war activists believed was the actual desired outcome of the war by this administration, and which many Iraqis feared was what America really intended for them...

Strongman = dictator selected by the coalition

Inch towards freedom = no free Iraqi press

Pull back to a few military bases = set up Imperial garrisons

All the lines about local elections, growing institutions of democracy are fluff. They are nice sounding words for an empty promise. The reality here would be an American client state propped up by an American garrison.
