think small Reciprocity, give and take is the backbone of civility, not just take

For you a different analogy would work better towards clarity, but it doesn't change that we agree, reciprocity, GIVE and take is a hallmark of civility, not just take. Understanding the nature of the person, culture or government with which you are dealing seems to be a pretty relevant and important aspect of making a "deal" based on reciprocity otherwise it's just an appeasement which I think everyone pretty much sees does not work so well.
