How can Israel make peace with an enemy that has not surrendered yet?

Talking of a "Truce" only comes when one side declares unconditional surrender. Until that time, save the "peace talks". It's a complete waste of time. To be blunt , don't talk peace with some one that wants you dead, you go to war with them. We (USA) did, why can't Israel ?
