I think that there is an entire Western support network for the converted, violence-prone jihadists. Such support groups include (for example) human rights organizations, media outlets (reporters who offer sympathy for the "jihadists"), academics and so on.

In Canada we even have special divisions of Kanuck-le-heads...these are the ones who go to Iraq to help "liberate" the country from the American imperial aggressors (the "Great Satan")...Thus, the "problem" goes far beyond the Western-born wanna-be Islamists -- and should include all these other cheer-leaders...
