Dear Robert: If Charles III accepted a suitcase full of cash from Qatar when he was Prince Charles --with or without the approval of the parliament-- he is responsible for his action. I do not know the British constitution much but the common sense dictates that as long as the parliament did not force Prince Charles to accept the money, he is responsible for his choices. Shifting the blame helps no one.
