The reason that Raymond Ibrahim is correct is that, knowingly or not, his position is based on a spiritual awareness.

Western civilisation and the norms that we accept simply as a given, are based on the concepts of mercy and forgiveness, which owe much of their existence to the influence of the Lord Jesus.

Those norms have filtered down and become an accepted part of western society that are simply taken for granted.

Whether one believes in Jesus or not.

Absent a belief in the Lord Jesus, a person not fully immersed in western society does not have too much connection with those concepts.

And even in western society those norms can all too easily slip away if one turns one's back on their root.
