The internal workings of the Home Office, and the Immigration and Borders agency in the UK in particular seem to have been - up until recently - maximised for spreading fear, uncertainty and doubt. The idea that the border control has ever been effective is absolutely laughable, and the behaviour of the intelligence agencies is nothing short of bizaare.
