They got control under Dayan. He went against the people in doing this and they have regretted it every since. The new mosque was completed not too long ago.
The new temple is extremely important and has to be built at the beginning of the tribulation or just before. The halfway mark, when the beast enters the temple is why it must be there for him to desecrate it on schedule.
