How about DeSoto property rights?

DeSoto made clear that property rights found successful modern states. He calculated that in Egypt the State owns 98% of all property and in Mexico about 78%. I guess that Iraq resembles Egypt in this regard.

As Iraq conqueror, America can now implement broad ranging DeSoto-like universal property rights.
