Negligence of Paris town

I was stunned by the accident and a second time when I saw the pictures of people mourning on the site of the accident. On those second pictures I noticed that a runner fence was added on the collums of the tunnel making impossible for a car tho ram into a collum. Would that be installed before the event the result of the event could have been less dramatic. The city of Paris should have all similar sites be revised.
