Can terrrorist organizations become "democratic"?

You can paint a leopard white, but, as soon as it rains, the spots will again be seen. If Bush thinks Hezbollah will be peaceful, he is going in the Jimmy Carter direction-blind, stupid, and naive. Hope is okay, but it needs to be realistic.
