How to arrange a stable pro-Western government for Syria?

Facilitate the uniting of Syria, Lebanon, Jordan, West Bank, Gaza - under the one reliable leader in the region, King Abdullah of Jordan. But only if the new state makes peace with Israel by settling the Palestinian refugee problem by allowing them to relocate anywhere in the new country, but agreeing that they cannot return to Israel. This goes back to the benign Faisal-Weitzmann Agreement of 1919, between Zionists and King Abdullah's Hashemite great-uncle. Could this work?
