As you can see, the article by the US Department of Homeland Security leaves unspecified the underlying, deportable offense. Maybe it was some species of fraud. Maybe it was robbery upon the public highways or a series of purse snatchings. A foreign state through its diplomatic service was directly involved in an attempt to subvert the legal process of the US, not for a humanitarian or even political purpose but for simple, financial gain.
