Dr Pipes lays out how the turkish election system and its 10%-representation-limit creates the AKP government. This is almost an explanation. The question is why do the turkish politicians of the lesser-than-10-procent parties still enjoy their existance. The deeper question is why do the turkish people who certainly are aware of the 10-procent-limit continue to vote for all those small parties and see their votes disappear.
