To anyone who will listen:

Regarding Iran and N. Korea as regards nuclear experimentation.

My idea is that in both regards neighboring countries establish coalitions. Both coalitions will advise their adversaries that any radioactive fallout related to nuclear experimentation will be considered an act of war and the response will be the destruction of the adversary's nuclear capabilities.
