Drivers from the Arab society are involved in causing traffic accidents far beyond their share in the population • According to the report, drivers in the sector are involved in 36% of the total number of accidents • Police officials: This is a national problem, the punishment mitigates and there is no deterrence.

The carnage on the roads: a confidential report by the Israel Police states that despite their proportion in the population in general and among those with driver's licenses in particular, the involvement of the residents of the Arab society in Israel in fatal road accidents is much higher than their share in the population, and in the majority of the accidents - they are the ones responsible for causing the accident.
The report reveals that the majority of accidents involve young drivers aged 17-23, and despite their high involvement in fatal accidents, only 40% of those killed are residents of Arab society. "It should be put on the table. Unlike Jewish society, where when a driver's license is denied, for example, he stops driving, in Arab society many continue to hold the wheel and pose a danger to all drivers on the roads."

Drivers from Arab society make up 19% of all drivers' license holders in Israel. According to the police report that refers to all the traffic accidents that have occurred from the beginning of 2021 until now, the poor condition of the vehicles in Arab society, the distance between the place of residence and the place of work and the lack of an alternative to public transportation cause the travel (the number of kilometers traveled by the motor vehicles) to be high and pirated.

The report also shows that drivers from Arab society are involved in 36% of all accidents and in 52% of fatal accidents. In 86% of all accidents, it was found that the same drivers are to blame for causing the accident. It also shows that drivers from Arab society are more involved in the accidents that occur on the intercity roads (58%). On those roads, they are involved in 60% of the fatal accidents, and in 80% of them they are found to be the culprits. "Mostly they leave the village, go on rampages, run amok and cause accidents," says a senior official in the law enforcement system .

According to the report, the main reasons for accidents involving drivers from the Arab society are: disobeying traffic lights, driving at excessive speed, not keeping a distance, not giving the right of way, crossing between lanes and disobeying traffic signs. The majority of accidents involving a driver from the Arab society takes place on Sundays and Thursdays between three and four in the afternoon.

On the urban roads, on the other hand, they are involved in 26% of the accidents, and 41% of the fatal ones. With regard to accident victims, the report shows that victims from the Arab community make up 32% of the total number of victims in accidents in Israel, and 40% of the dead are from the Arab community. On the intercity roads, 45% of the victims in accidents are from the Arab community, 47% of the fatalities. The members of Arab society are 23% of all casualties and 30% of the dead.

The prominent settlements

The report also shows that the majority of serious and serious accidents involving drivers from Arab society occur in Jerusalem, as a result of not keeping a safe distance, not giving pedestrians the right of way, disobeying traffic lights, and driving at excessive speed. Other prominent localities where serious and serious accidents occur are Umm Al-Fahm, Nazareth, Tel Aviv-Jaffa, Rahat, Sakhnin, Haifa, Araba, Shafaram, Tayba, Lod and Tira. Most of the fatal accidents involving drivers from the Arab society occur in Jerusalem, followed by Rahat and Tayba.

National plan

"This is a national problem that requires solutions both in legislation and in education," say police officials and admit that in recent years, as a result of lenient punishment, drivers in Arab society are not deterred. "When a normal citizen receives a driving license, his life turns upside down. When a driver in Arab society receives a driving license, he continues to drive. And when he is caught while driving at night, what is the punishment? So the vehicle is seized for 30 days and released, an indictment is filed and then he may receive a suspended sentence, "And another time disqualification, and a third time the same criminal driver may receive a sentence of community service. For the community service, by the way, he will drive a car without a license," say police officials.
In the Traffic Division, enforcement activities are focused on driver populations that are more involved in fatal traffic accidents, such as young drivers, truck drivers with impaired vehicles, driving disqualifiers, and serial criminals, but a senior police official says that "the high involvement of drivers from Arab society in traffic accidents requires, perhaps, a plan National with the involvement of all government ministries."
