Until this question was updated as to the benefits or liabilities of brokering some kind of composition government in order to continue the attempts to break-up Israel, the answer to the question is Smotrich is correct in his opposition to cozying up to Ra'am.
Note the tone of the question; it smacks of the question to Eve, questioning the purposes of Elohim in the Bereshit. The Tanach provides the answer, the Quran does not.
