First, for these to be equitable discussions as to the legality of the enforcement of 'specialized' regulations (read laws that require specialized enforcement), one must remember that French law does not have the same constrictions as American law; there is a basis of difference from the founding documentation and the deference given to equality versus liberty; there is a difference, but all too hard to deliberate. That is why Constitutional Law in America is no longer taught, but how to reinterpret those laws is.
from a purely American perspective, enforcement of halachic laws must be determined as if there is a conflict between laws, which is enforceable in the courts. That it is reduced to an environmental issue (a very weak defense) does not seem to be practical when considering that vegetarianism is not protected by the law, but the processing of meat products seems to be.
