I don't know why I didn't send all of my comment! Please, apologise.

Looking at the law, France wants to modify then the special permission which was given to religious procedures. Perhaps because of the pressure of ecologist groups or because France is getting sick of the recurrent attacks to their freedom to speech. Regardless, I agree with you that as long as religious practice don't interfere in other religious practices or French's lives, it will serve just to spark controversy.
