Expand this legislation

The parameters of this proposal are too narrow, and leave one with the impression that it targets Saudi Arabia specifically. Perhaps if it were to prohibit any house of worship to be funded by a foreign government, regardless of that government's position on religious freedom, it would meet wider acceptance.
