"Tehran will receive a "signing bonus" of some US$150 billion."

Somehow, I'm confused. I thought that the money they were getting was their frozen assets. Is it true that they are getting $150 billion in US taxpayers money from the US Treasury? If so, can't that part, at least. of the deal be completely rejected by the House of Representatives, who hold the purse?
