Isn't this a Treaty? Doesn't it have to be consented to by the Senate? What would there be for the President to veto?

No, this is another aspect of the Obama administration's duplicity. It has called this major treaty an executive agreement so it will not need a 2/3 Senate ratification. Never in U.S. history as such an important agreement not been called a treaty.
