There is an islamic state available: Iran. Look no further for state terrorism. The US embassy in Teheran was held hostage for over a year beginning in 1979.

Body count and media attention is what a terrorist wants, regardless of who the victim is. You can hardly see that in military missions of western countries. Quite the opposite. Western military is very discriminate about who they kill. Western military want no high body count either, certainly no media attention. You and I can figure whether or not we could possibly be a target for a western military mission. There are specific reasons as to who is attacked in what manner, where and when. With a terrorist you never know. These people only care that you are alive now and will be dead tomorrow. Western military would present you with an option of surrender. Only when one sits close to people who do attack western military one may become a target. Don't book the Pakistan adventure camp holiday, don't sunbathe in the Hamas beach resort.

I grew up in occupied West-Germany. Never have I experienced any sort of hostility from British or American forces here. Neither has my grandfather. His generation surrendered and that was it.
