First, most of the three billion never left the United States. They remained in the US as a subsidy to US products shipped to Israel.
Second, those moneys were but a compensation for the loss of the 2 billion dollars a year in 1979 dollars worth of oil-fields developed by israel and forefeited in the Sinai in direct response to US pressure.

Three, the US is not uniform in its relations with Israel. Israel enjoys great support on Capitol Hill and suffers a great deal of hostility in the State Department. For example, the US has spent billions on the maintenance of UNWRA whose sole purpose is to immortalize the Arab refugee problem, and make it insoluble except upon the dissolution of Israel. At the same time Jewish refugees, thrown out of Arab countries in greater numbers than Arab refugees who left the Land of Israel, were largely ignored, since they were settled in Israel, using local funds (very little at the time) and yes American Jewry funds.

I restricted my very sharp remarks to the US-Muslim policy, which rests upon the indelible grievance the Arabs carry against the very existence of the Jewish State, a grievance always assuaged with Jewish coin, territorial concessions which israel must sacrifice out of a landmass a fifth of Wisconsin.
