This is what comes of a leader distracted by his own personal tribulations (and perhaps wishing to distract others from them). When Nixon was struggling for political survival, his chief of staff, Gen. Alexander Haig, discreetly sent out word to key personnel that all major presidential orders be confirmed by his office. We in Israel would have benefited (and may perhaps still benefit) by such backstopping, though the prospects of this are admittedly dubious in a parliamentary democracy.
