... No German can remember World War I (most not even World War II). The truth of the matter is, why Europeans "balk" is because they have another feeling of the rule of law, the legitimacy of international law, and also of Christian standards such as, that one should not step on those who are already week.
In the past, it is true, Europeans have seen many parallels between the U.S. and them, considering them as kind of their brothers with common forebears but obviously the U.S. policy has drifted so much apart of what could be called "common values" that it is difficult to support them.
