The original purpose of tenure was to protect competent and experienced professors from arbitrary and capricious removal - not to provide shelter for those who use their position to pursue a personal agenda unrelated to the subject being taught. Teachers have a captive audience who pay alot to learn about the courses they are required or elect to study. To use the lectern as a means to engage in a screed or indoctrination is academic fraud.
One has only to look at a Ward Churchill to see how the system can be abused. Professors should not be immune to any challenge to their professional competence. Incidentally, one of the most talented challengers is David Horowitz who writes and speaks about this widespread abuse of academic tenure.
