Saudi students - can someone explain?

Why are we allowing 20,000(!) Saudis in over the next four years to attend our universities? Can someone explain the rationale behind this? Saudi Arabia is the epicenter (along with Shia Iran) of radical Islam. Most of the 9/11 hijackers are Saudi, Osama bin Laden is Saudi. The overwhelming majority of Saudis hate America. Why do they want to come here except to take advantage of our educational system and then go home and find a way to use their education against us. I just don't understand our government. What is the benefit to the U.S. for this policy? We should be developing alternative energy, getting off their oil, and telling them to go pound sand.
