They attribute their "backwardness", at least in part, to the failure to adhere to Islam faithfully enough.This is not an exact analogy, but similar: despite Communism being a failure in every country in which it is practiced, believers in the Communist ideology will say that it is not Communism that is a flawed ideology, it is only not correctly implemented.
