In Europe there is developed a philosophy of Law - Ten Commandments, Dura Lex Sed Lex, God's Law, Law of Nature, Human Rights, Parlamental Monarchy, Democracy.

In Islam is concept of Will of Allach - Insha 'Allach, Will of the mighty power, Conspiracy Theories, Dictatorship.

Europe reached this point after many centuries and not without some hideous by-ways (think of the Nazi and Communist ideologies). Muslims can also evolve in a positive way.
