You have a decent idea here, but it prevents you from seeing the real problem and the real solution. The real problem is Islam, not "Islamism". Islam itself is a totalitarian ideology masquerading as a religion. Thus while there may be passive Moslems, there is no such thing as moderate Islam. ... You seem to think "Islamism" can be confronted, but meanwhile you have nothing to say about immigrants taking over their host Western country by sharia stealth. ... The only solution is a total separation of Islam from the West, including a complete stop to immigration, and the deportation of all those Moslems who will not immediately renounce sharia, jihad, the hadiths, and mohammed himself.
