Petraeus "moved the country toward dhimmitude"

I followed the link under the name Petraeus above to find :

"It could endanger troops and it could endanger the overall effort," Gen. Petraeus said in an interview.

Do I understand it right that now it is the job of the american people to behave nicely in oder to protect the military ? I thought it was the military protecting the people ? It looks like Petraeus 'moved the country toward dhimmitude".
