When Israel seized East Jerusalem during the 6 Day War in 1967, they found unpaved streets filled with garbage, there was no sewer system nor safe drinking water. Keep in mind this is after 20 years of Jordanian control.

The streets are paved, there is garbage collection, the drinking water is safe and clean a sewer system has been built.
