In reality, the United Nations (remembering its forebear being the League of Nations), the European Union (and its step-child NATO), and the United States of America, being the foremost agencies of supposed democratic influences under which it was once thought would be settling influences towards peace, are shown to be ineffectual towards the stated goals, for several reasons; that several of the participating governments are not actually seeking peaceful soutions for themselves, but are trying to impose their own versions of altered agendas of regional superiority at the cost of peace of for others.
This makes Israel the perfect target. If all eyes are on Israel, then no one would be looking at the selfish ambitions of the other perpetrators. In this type of political environment, it's no wonder the Russian is active.
The more the energy reserves of the world are at risk, the easier it is to implement the localized agenda. Its expansion ccmes at the cost of others. As long as the heart of the realm is isolated, all else is at the convenience of executing the plan. No expense is to be spared. No loyalties are protected.
This was true more than eighty years ago in the last generation; this generation has no immunity (COVID proved that in the manipulations of populations control and the false narratives that spawned).
Whatever former Soviet inhibitions there were when those former alliances were formed are now relics of an era now passed and recognition of those times are no longer valued. It is the history of the world as much as it is the history of the Ukraine.
