1. It turns out that there are a few other States: The State of Kuwait, State of Eritrea, State of Qatar, State of Samoa, and State of Bolivia. (Source: https://www.state.gov/s/inr/rls/4250.htm). So either the Palestinians are copying Israel or Kuwait or Qatar.

3. If Trump is seriously pursuing the "outside-in" strategy, he should push the Arab leaders to start making public announcements on this topic. If they won't budge on this due to internal reasons, then it seems there's not much to the "outside-in" strategy after all.
