"What basic questions do Europeans face?"

You write that the questions Europeans face is whether to passively accept whoever turns up or to develop a plan of controlled immigration.

You conclude "Germany's decision to open the borders meant choosing the latter option".

Should this not read "choosing the former option" (namely accepting whoever turns up)?
