A democracy is a system in which the winners of elections has respect for and protects the losers. A parliamentary system is one in which the winners do what they want to the losers. A democratic parliamentary system is one in which the winners have respect for and protect the losers.In a democracy people have a right to express their opinions without fear of oppression from authorities (the winners).
